▪️Has to be (considered by a reasonable person) to be threatening or abusive
▪️And intended to stir up hatred
▪️A reasonableness defence exists
▪️Freedom of Expression clause gives further safeguards

Scot Women's Aid, Rape Crisis & Engender Scot have worries a neutral sex aggravator will harm women. So we have asked Baroness Helena Kennedy to Chair an expert working group to examine this issue. If they recommend a sex aggravator we will include it.

The Govt has shown a willingness to compromise & seek consensus, and has been successful as evidenced by overwhelming Parliamentary support for Bill.

Our Parliament is often denigrated, but HCB shows that Opposition & Govt can work constructively together to produce good law.

Excuse language, but beauty of Hate Crime Bill is that you can say that all day long (not that I'd encourage it!) & it would not be a criminal offence under the Bill.
