Scot Women's Aid, Rape Crisis & Engender Scot have worries a neutral sex aggravator will harm women. So we have asked Baroness Helena Kennedy to Chair an expert working group to examine this issue. If they recommend a sex aggravator we will include it.

Excuse language, but beauty of Hate Crime Bill is that you can say that all day long (not that I'd encourage it!) & it would not be a criminal offence under the Bill.
